does being on a debt management plan effect any application to become the licensee holder of a new premises?

I am currently the holder of a personal licensce which i have held for 5 years now. I got 5 years left on it. Basically i need to know that when i move on to another licensed premises in the summer & i apply to be the licensee holder.Will i have to go to court & put forward my case to the licensee judge panel?Or will they just rubber stamp my approval without me going to court.. Also i have fallen on difficult financial times & i am still paying the cost of a failed business venture as i got dumped on from a great height from my so called Business partner. I am currently on a debt management plan with no CCJ's. Im not bankrupt & i am not insolvent but i am on a debt management plan. Will the judge ask meabout my financial status if i do have to apply in person at the court & will this affect any chance of me getting approved to be the new licensee of my potential new premises? I've got a clean record so far as being a licensee holder goes but i just worried about my financial status

  2. When you say a debt management plan do you mean an IVA? It's unlikely that you would not be considered to be "A fit and proper person" because of minor debts. As to the court proceedure I have no idea as all my licenses were held in Scotland where we have always had to appear in person in front of the licensing board.
  3. No that shouldn't be a problem, dmps are informal and the creditors have clearly accepted the situation as they have not obtained judgement. Bankruptcy is really the only thing that would prevent you from being a licensee - and then only for 12 months.
